Two arrested in Baxter County $250,000 fraud sting

BAXTER COUNTY, Ark. – Deputies in Baxter County arrested two people in connection with an ongoing fraud investigation.

Deputies said Josiah Kamal Smith and Briana Brittany Norwood were arrested Wednesday on criminal attempt to commit theft of property, conspiracy to commit theft of property and financial identity fraud charges.

In July 2025, deputies said an investigation began for fraud schemes involving suspects defrauding elderly victims into paying large amounts of money.

Deputies said law enforcement set up a fake delivery involving $250,000 in bait money. On Monday, deputies said an undercover arrangement was made for the delivery at a PostNet in Mountain Home.

On Wednesday, deputies said 25-year-old Smith was arrested after claiming the package. Deputies said he also had a fake driver’s license.

Deputies said Smith told investigators he had been recruited to pick up the case in exchange for being paid $500. Deputies said he had been dropped off by 33-year-old Norwood, who says she was also told she would be paid $500. Smith also had a fake driver’s license, deputies said.

Smith and Norwood are each being held on a $25,000 bond. They are scheduled to appear in court on Oct. 6.

Deputies said four other people have already been arrested in connection with this operation.
