Bill proposed in Arkansas legislature to aid drivers with autism
LITTLE ROCK, Ark. – A bill filed Wednesday in the Arkansas legislature would provide accommodations for people with autism spectrum disorder when pulled over by police.
House Bill 1046 would institute a Blue Envelope Program for autistic drivers. If the bill becomes law, the Department of Finance and Administration will develop a blue envelope to hold a driver’s essential documents, including driver’s license, vehicle registration and contact card.
The driver would hand the envelope to law enforcement during a traffic stop.
Several states have implemented a Blue Envelope Program in recent years. Experts say it signals to law enforcement that a driver may have a condition requiring more communication time during a traffic stop.
Rep. Aaron Pilkington (R-Knoxville) and Sen. Breanne Davis (R-Russellville) are the bill’s sponsors.
Bill filing for the 2025 legislative session began Wednesday. The session will begin Jan. 13, 2025.
