Proposed Arkansas constitutional amendment creates Victims Bill of Rights
LITTLE ROCK, Ark. – A proposed amendment to the Arkansas Constitution would create a bill of rights for those impacted by a violent or sex crime.
House Joint Resolution 1021 would create a Victim’s Bill of Rights amendment.
The amendment would mandate that a crime victim be treated fairly and respectfully, including—if they wish—to be informed whenever their assailant is in court or is expected to be released. It allows victims to testify against assailants and keeps their personal information secure.
It also assures the victim of the right to a speedy trial.
The resolution has received its initial reading on the House floor and will be heard in the House State Agencies & Governmental Affairs Committee. Like all proposed constitutional amendments, if it passes the legislature it will be placed before voters before it becomes law.
